I think it has less to do with women, and more to do with…
1) Empire grows
2) Empire reaches zenith
3) Citizens in the mainland Empire DC, East Coast. no longer have to worry about war, and are well-fed so long as they continue to practice their trades.
4) First generation of people still have kids as if they were farmers still, excess kids now can't compete in the fields their parents had, create new fields that wouldn't have as much value as the old ones did.
5) Fewer children are born, all of them want to go into the cushioney luxury fields that the excess children created. This is when your "sexual liberalization" takes place, by the way.
6) Suddenly realize that the core fields were necessary to survive and no one has those professions any more. This is where your "sexual liberalization" backfires because women don't want to have kids with the people holding up the entire fucking system- they want to have kids with the luxury guy, but it's not the women who are the issue here.
7) Either try to solve this by importing labor from the frontier, or subsidizing their lifestyle by taxing the shit out of the frontier. This would be the South and Great Plains + Silicon Valley for those following the America model here. Or Muslims and Chinks for labor if you follow the European model.
8) The frontier gets tired of listening to the mainland since the mainland no longer has a big army to back up their bullshit anyways.
9) Frontier says "fuck off" to the tax collectors, maybe fights a small war here and there to reclaim lost land/wealth.
10) Empire collapses in on itself as Frontiers reclaim what was theirs in the first place.
Really, sexual liberation of women is a symptom of the bigger problem- The founding lands of empires get fat and degenerate off of the cardinal sins founded on the backs of frontier slaves, and then become unable to protect themselves, leading to their subjects attacking the master. There were plenty of degenerate cultures that survived just fine because they knew better and left others alone instead of trying to prove a point by becoming #1.
This is one of the reasons we advocate anarchy- it breaks the cycle because the master no longer exists to anger the slave- everyone is a master of their own fate.
