Actually, roads would be (and are in most countries in the world) paid by resident of the city they live in, for the city they live in. Local taxes would still apply on households. Same will go for electricity and water.
If you are asking for highways or power plants, a small VAT should still exist, as it is the only tax that strikes equally all the citizens. Also, private highways are quite frequent.

The biggest government programs are always welfare/entitlement programs. After that, the military, at least in America's case.
There were plenty of roads even back when America didn't have an income tax.
