i've seen that happen in more than a book, but never in a series.

I'd say it's more:

1st entry has a concise ending with closure.

2nd entry ends on a cliffhanger with a host of loose ends because the author knows he can write a 3rd book.

3rd entry simply picks up from the last and doesn't stand on its own due to being so closely tied to the 2nd.

I was thinking mostly about Do Androids Dream. Maybe it's because it best shows that people don't always have empathy.
