As for detail, I like a good paragraph or two with what you most want to see. Too much detail can be hindering, but too little can make satisfaction difficult.

Considering I've written a handful of stories which are literally about cartoon girls, yes, I can. I've even done it myself, imagined a cartoon girl I was liking in the lead role in an erotic story I was reading that was unrelated to it. Whether it's frequent or rare, I don't know and don't care. I make it a point not to try to police what's in people's heads, there's too much of that in the real world.
As for terminology, remember 'loli' comes from Lolita, the most famous example of which in the public consciousness is a novel, not a cartoon at all. Furthermore, in some communities use of erotic story tagging codes, 'loli' has long been used as a tag to signify stories where the young girl was the sexual aggressor or initiator (I personally write both ways on who's initiating, of course, depending on my mood).

Personally I draw out the head shape and then hair then facial features. All of which I lightly patter on the paper so there is room to tweek. But it really depends on you and your own brain. Cause going about it a way you are not comfortable with will only throw you off.
