No, 4chan is now owned by SJWs. Why they got rid of the loli board long ago. And I won't be going back to 4chan probably ever. It's a cesspool on par with tumblr now. No, because he knows loli is becoming increasingly taboo in the west(and to a degree in Japan), and the only benefit of such a board would be to attract the hate of even more people. Only reason loli is still allowed on 4chan is because /b/ moves so fast that 4chan can always claim to have "removed" the offending content before the ad companies could start legitimately complaining.

Mexico and Canada have had a ban on loli for a long time. Brazil as well. An increasing number of European countries have enacted legislature to ban it in the last 7 or 8 years alone. France made it punishable by jail. The Netherlands tried to ban expand the ban from realistic loli to unrealistic and partly succeeded/partly failed. Many Asian countries ban it, the Philippines being one of it. Australia and NZ of course as well. The Czech Republic and Hungary banned it. Russia too, and it goes as far as to team up with the EU and force sites off shore to take down loli. Japan has been under constant pressure since '08 to ban it.

This "Only Britain, Australia and Canada ban it" notion is antiquated and misrepresenting reality, mainly because most chans have an US population, which tends to care much more about other English speaking countries and ignores the rest.

It's also because Japanese dislike irrevocable statements or promises, therefore they often stay somewhat vague to keep the opportunity for changing their mind or saying they were just mistaken. He doesn't rule out reconsidering it. So while it's (not so) clearly a 'no' for now, things might look different a bit ahead.

That's like saying google being anti free speech doesn't matter because you can always open your own site and have freedom there. The pattern of loli being banned in first world countries mirrors the way in which CP was illegalized. Big, influential countries first, then smaller ones, until there's basically no nation left that doesn't persecute it. This is a process that takes time. It took CP 30 years to banned almost worldwide, a global ban on loli will take even longer.
