It actually wouldn't be too difficult. Just look at the Lord of the Rings and Hobbit movies. They were live action and were amazing. It might be a little harder doing dungeons and stuff, but if they made it more like Hyrule Warriors with a Middle Earth-esque twist it'll, it wouldn't be too difficult. And:

It'd have to be scaled down for the budget. They did say they wanted it to be a family friendly Game of Thrones, so that's the largest scale ya could hope for.

Also, since it's a TV(ish) show, they'll want to cast a wide net. Which means fighting for the guys and romance for the girls.

Game of Thrones is actually pretty big. Its actually pretty massive compared to the budget, set, costunes,etc of other TV shows. They could actually do quite a bit if they're aiming for a gamr of thrones feel.
