Urho has an Urho2D module as well.
I like Urho since it also has 3D and is meant to do so, so making a 2D game will still confer familiarity with a 3D system if you decide to work with that at some point as well. It has only been used for libre work though, so its rough on some edges. Supports AngelScript and Lua though.
I like Godot since for 2D games, the tooling is pretty good. You don't have to worry about sprite sheets or anything like that, you just put all of your cutout animation parts in to the editor and set image groups. When you actually export the game, THEN it will pack up your assets in to sprite sheets and compressed images which is great for mobile titles. It has a history of being used for commercial titles on a market known for aggressive needs of efficiency, so the tooling is pretty good.
