You could use OpenGL, but I think that you only really need that if you're going to go for some 3D graphics or some VERY demanding 2D graphics where you need a lot of fine grained control (like a bullet hell game with some kickass particle effects for example.) SDL2 is a minimal library but for me I feel like it's just about minimal enough, some libraries feel like they get in your way. SDL used to be LGPL licensed, but is now zlib licensed which means you can do pretty much whatever. If you're going for 3D and don't feel like writing an engine, I really don't know for C. I know if you're willing to learn C++ then there are plenty of game engines to chose (Panda3D for example, which will even let you use Python for scripting.)

If you want to program a 2D game, you might want to look into libgdx, a Java library that makes 2D anything piss easy. You could also look into SFML, another easy library for C++. PyGame is slow and the documentation is weird (they teach you like you were a Python noob yet they talk about double buffers like you were already experienced in low level graphics).
For 3D, even though Blender is very limited, there aren't many good libre 3D engines you can use to replace it. All idTech engines are pretty much useless to do anything that isn't a shooter, Godot's 3D support is limited and anything worthwhile will be a library you will have to set up yourself.

I have a question about what you think about game asset repositories and download clients similar to what The Battle of Westnorth has or the BaNaNaS system used by OpenTTD.
I saw a thread on the OpenMW forums about this back when the paid mods issue flared up and the possibility of making one for that project was thrown around to deal with current situation of morrowind mods being scattered about and hosted on sites like Nexus moddb that some people would rather not use. The issue becomes the time and effort that every different game would need to use up in order to implement such a system. I've taken a quick look at your forums and haven't seen any mention of this type of resource.
I believe it could be a wonderful addition to tons of games if there were an easy way to include it instead of creating it from scratch. The few that do have a 'one click' method of finding and installing new graphics/maps or mods really do it well. It makes the older way of looking for and dealing with dead links posted on forums or manually extracting it to the game folder seem incredibly convoluted by comparison.
And whenever I see a thread about pixel art on a board around here I make sure to mention your site. It's a great resource. That is I'm taking your word that you are the admin there. It might be a good idea to get a trip code and confirm that it belongs to you on your site.

I would suggest looking at "Last Escape" which is a game OGA made collaboratively for a game jam. It is an libre side scrolling platformer with weapons physics and it uses the Tiled level editor. The code is open and easy to read, and im sure you'd get support expanding on it from the OGA forums.

Todays update was the following:
Modeled and added additional highrise building for the sc_tiles city generating mutator. Its colormap is set to be randomly picked for each on of this particular building, to give a nice view to your skyline.
(all buildings have interiors)
Generator placed medeval and futuristic buildings now given random colormap (roof, windows etc) by way of setting the worldspawn colormap to something.
Generator's avoidance of placing buildings on roads etc you have in your map has improved. You can set the rigor at which it checks (1 by default, can be set as high as 4)
Buildings can now be set to have their angle as the angle of the surface they have been placed by the generator, so you can have an interesting "after earthquake" effect. Same for spikes and tanktraps.
This all took way longer to code then it should have. A quakeC master would have had it doen in 5 min. I had to trial-and-error fix things for hours. Ohwell. Feature is in.
