Well, I'm >>26 and as much as I'd like to still learn how to make mail myself, my schedule has recently taken a nosedive and I realize I won't have time to work on or even come close to completing the project in time for when I would want it done by (first week of July). To be honest, the cheaper the better since it doesn't need to be functional, but dating an artist I know to not just dick the person being commissioned on pay. So I guess it would be the top half of a top since I won't need my stomach covered, and pants. Chain or scale or style or material don't matter too much I don't think (but would like to have it ran by me first), whichever you're more comfortable with/would be easiest for you/lowest cost.

What's your upper limit on price? Because I don't think I can make pants and sleeves for under $500 even with cheap materials and large rings.

A lot of that price is labor though so if you can find about 30-40 total hours to work on it you could make it yourself for around $100.

Hm yea that's quite a bit for a college student's income.. But I definitely understand why, that's a lot of man hours you'd be putting in. I'll have to wait and see either way, because my schedule should be normalizing soon and I might be getting paid for a recent project myself so we'll see!
