Yes. Candidates for the People's Assembly (the national legislature of Albania) and the the People's Councils (said councils existing on the basis of districts, cities, towns and villages) were directly elected. Candidates for judges and deputy judges were nominated by the population.

Besides this there were also elections for leadership of local branches of the Democratic Front which, alongside municipal organs and village councils, played a number of roles in neighborhood activities involving culture, education and general well-being.

These are some of the positions that the average Albanian could vote for.
