Well considering that the USSR was itself a multinational country and considered a model for resolving conflicts between peoples, and also considering the fact that its multinational status in no way held back socialist construction nor was responsible for the demise of socialism, I'd say that claim is dumb.

Racial defaults can be largely overridden by culture and education so it doesn't really matter in the long run for a communist country, especially because the crime rates will drop and religions will hopefully be suppressed.
