I think we should have the option to enhance ourselves. But we shouldn't need to. In a better society, our strengths would be put to better use. Most people, particularly those mentally ill, have one. At least in my eyes and in the eyes of the tests that conclude that I have a mental disorder.

And yes, I think it'd be quite possible that history would look different without medication. Just look at the use of combat stims.

This isn't the problem. You could build a society where pharmaceutical augmentations were necessary to thrive, or refuse it all and live somewhere else with like-minded people who only lived on the natural neurotransmitter regulators provided by green food.

But whichever type of society one considers, it is hypocritical to outlaw people who use different drugs than the others. For example, most people need stimulants like caffeine to get through the working day as you say. Yet, other stimulants are forbidden or drastically controlled substances.
Most people think that a good party implies liberal quantities of alcohol, a strong neurotoxin. Yet, it is illegal to bring other narcotics.

So, whether you choose to live in one society or another, it doesn't matter as long as you are free to choose. But the incoherence and idiosyncrasy of moral and legal systems oblivious of scientific reasoning, that is the problem.
