The global moderators like OP are pathetic. No wonder this site is the laughing stock of Chans.

Making an entire board the boogeyman of the site and stickying a thread dedicated to killing said board on /b/ is why you are having these problems now. You destroyed the good will of your own users and now you must bathe in their shit. So they chased a few redditors away big fucking deal. Redditors dont belong on imageboards to begin with and would have left anyway once voat came back up. The only way you are going to fix this is to repair the damage done which may not be possible to be repaired at this point. Instead of trying to work with these shitposters by talking to them and showing them that they have a place on this site you tried to chase them away and showed them that redditors are more important than the core user base as long as it means more users.

Here you had a group of people so dedicated to protecting 8chan from outsiders that they were willing to raid the redditors into oblivion to make sure they left. Now they find joy in destroying the site, pointing out any flaw and taking credit for anything that goes wrong. To fix such damage is going to take a lot of work. You will have to find common ground, and convince them your intentions are good. No one seems willing to do this except for Josh who showed up on their board yesterday to talk to them about infinity next. That was a good first step, even if he did get berated by a lot of users.

/operate/ does need a proper rules page though, with maybe some rules on what will get you banned, stuff like posting the same thread three times in a row, spamming brownpill, etc
