IDs won't do anything but making people leave the board.
Most shitposters/baiters have their own VPNs and they can change ID any moment. It's no different than the ban problem a mod explained in a previous monthly thread.
You can ban them, but they will just change IP address and they cycle of shitposting begins again.
What we need is content control similar to how /b/ handles pony threads or webm threads.
Threads that often cause massive shitposting or multiple baits, are contained in a single thread, and anything related to them outside, is deleted.
The problem is that it's too easy to derail a seemingly normal thread into a discussion of those controlled topics.
How many times has a Arch discussion turned into a systemd shitfest? How many times a discussion about alternative web browsers ended up talking about Firefox vs Chrome? How many times did people start talking about Windows when discussing any tool?
A solution would be to either read (or just skim through) each thread on the front page to see if they are still on-topic, but that would require an army of trusted volunteers to be online 24/7, and it's just impossible, or, when a thread is derailed, it's locked regardless of what is happening in the thread, but that would only make people go away.
It's a lose-lose situation. Whatever the mods choose to do, it'll never solve anything, but just idling will only make things worse.
