How about some form of content expectation on the part of OPs?
Something along the lines of:
>a thread posted must have a clear intent to either inform, create genuine discussion, collect content, or interact with e board community. Posting a thread as if it were a post in another (for example a reaction image to two greentexts regarding a unmentioned game) should be avoided, and instead posted in a thread where the content is relevant to the topic
It'd cut down on half the threads being a reaction image and >play game >it's bad
