It will most likely cause a huge influx of reports but it's better than having an entire thread derailed because someone posted some bad bait. After that the mods can ban at their own discretion based on the user's history, only use public ones if it's a really severe or obvious case to set an example. If their history is actually filled with conversation and an eagerness to actually discuss what they don't like about something then instruct the mods to just not touch them unless they dive off the deep end. If their post histories are total shit then just ban them for 3-7 days.
The main thing here is encouraging the userbase to NOT respond to content like this to reduce the amount of shitposting the offending anon can do.
an "If you don't like it, hide it. If you think it's breaking the rules even the slightest, report it and then hide it." reminder or rule will do fine.
