Its how Poutine is. You need the gravy on top in order to melt the cheese curds. Just not the same if its not melting into a congealed mess.

Personally I'm a fan of newfie poutine variants with savory dressing, though recently a specialty diner I've been visiting is offering donair poutine and taco poutines, both of which are surprisingly good despite looking like a disgusting mess.
