Why do you have a problem with context? In any language, any book, any thought process; context is everything.
You can't read 2:191-193 without first reading 2:190.
Here's what you're doing when you remove context.
The sign reads: If you have children, please step to the back of the room.
You're saying that the "then" part of the statement is all that is there. You step to the back of the room and look around and wonder why all those children are there.
You say: The sign said step to the back of the room.
Context says: IF YOU HAVE CHILDREN
2:190 puts the brutality of 2:191 in context. Proving, without a doubt, that 2:191 isn't really all that brutal.
2:190 turns "kill them all" into "if they fight you, defend yourself".
