Saudi Arabia has an economy of 745 billion USD[1], the tourism from pilgrimage brings in 17 bliion USD[2]
If all the followers of Islam decided to abstain it would only lower the GDP of Saudi Arabia by 2,2% which is hardly anything (especially when you take into account of Saudi Arabia's GDP grows by around 2% real GDP every year [3].
The only thing it would really do, economically, against the Saudis would be to harm their attempts at diversifying their economy.
At most you could hope for a symbolic victory.
