I don't think anyone ever thinks they're going to be wildly popular. It's not even something that could have been predicted. It's all a matter of incredible luck and circumstance, less often about objective greatness, a product of the zeitgeist of the current time and just happening to match up perfectly with what everyone didn't even realize they desperately wanted.
If Undertale had been released a different year, a different month, maybe even a different DAY, it might have all turned out different. Butterfly effect and all that. It still would have been good, still would have been loved, but would it have been like THIS? Of course not. This is a rare perfect-storm of happenstance that just snowballed out of control.
