There's a lot of resources to learn from and programs to make music with.
Audacity is nice and free as that anon said. LMMS is algo simple to use and can get nice sounding results. Try to learn a bit of basic music theory and apply it with these programs. It's fun as hell to learn and to feel you're getting a bit better at it everyday.
there's also trackers like Famitracker, Milkytracker, deflemask (and PxTone, kinda) if you're into low-fi and chiptunes.
