I use MDA Loudness. it's free. it doesn't let you specify an exact distance, but it basically EQ's the audio in different ways. so you can make something sound like it's incredibly far away, but like on the other side of town, or incredibly loud but right next to you so there's way too much bass.
though mostly I unlink the EQ and relative volume and just use it because it can do up to +/- 60db of gain, which is insane. Especially since in fl the stereo enhancer gets what +5/-inf? +10 at most. and with 64-bit-float for headroom, you can have inf db processed for effects (as long as it doesn't crash)... just me explaining why i'd ever need 60 db of gain..... that much gain does weird things with different bitcrushers. just sayin.

As for position,directions and relative position, you're looking into Bineural sounds, which has to do with very precisely controlled stereo. For instance bineural recording is done with basically a sculpture of a human head, with microphones where the ears are, resulting in a stereo recording as a person would hear it, allowing playback through headphones to make a person detect the exact point relative to themselves (and therefor the microphones) where a sound originated. (Check out "Virtual haircut" on youtube. wear headphones, close your eyes, relax, and try not to scream when they put a bag on your head)
the same things responsible for having relative direction and distance for a sound source is also related to ASMR from a neurological standpoint, But from an audio standpoint, it's all about gain, panning, and EQ. Typically left and right will be EQed differently.
if you're trying to make it sound like something is on the other side of town, or a loud neighbor, really, MDA Loudness is all you need.
If you're trying to make it sound like "i'm wearing headphones, and this shit is making me think someone is 40 feet down the hall and around the corner and I can hear them walking around and I KNOW WHERE THEY FUCKING ARE", there is no plugin for that, but it can be done with very tedious manipulation of panning and stereo channel specific EQ and it is a nightmare to do. Oh yeah, and stereo delay is involved. not totally sure how to do 100% virtual bineural beats but it can be done, after all, that's how videogames do it. I just don't understand how.
