it's really hard to tell but to me it sounds like it's actually no less than 4 plucks (probably 8-12 really) with a very VERY short decay and filter envelope, each pitch bent differently, but they're not happening at once, but more like a strum.
Think like a guitar for a second. picture an accoustic guitar, playing a chord. strum the chord slow enough to hear each note, but only just barely distinct, but then do that while palm muting. This sounds to my ears like a synth version of that, with a really ugly as fuck chord. I describe it this way because it sounds like this pluck actually has a very short attack on it, and is multiple fundamentals, but they're all jumbled together.
Alternatively it MIGHT be one pluck, but an addative pluck with the frequencies in the "wrong" places, all bunched up, and maybe being out of phase. I can think of how you might be able to get that sound in either sytrus or harmor, however I don't think skrillex uses either of those plugin,
But that's just my interpretation. I'm not familiar with the track, is there a specific point in the song where it's more clearly played, like when just that pluck is played on its own, or with very few other sounds? that would help immensely. I'm not taking the time to listen to it, cuz i'm doing other things at the same time, and the only skrillex i've really listend to have been scary monsters and bangarang, because he abruptly went "lol i'mma do something else" and I really didn't like the next few things I heard and stopped paying attention. and now it's just so much unrelatable stuff that I'm not in the mood for lately.
