Fog of war(fow) are simply hides the players' units' types and locations. You can then use inductive reasoning and deductive reasoning to decide what units to build and where to place them, and you can use inductive reasoning, scouting, and sometimes deductive reasoning to figure out your opponents' units' types and locations. Random number generation(rng), however, is a gameplay affecting effect that the game itself decides randomly to either benefit you or harm you (although you can minimize the risks of rng with calculating). To summarize the differences, fow and the effect it has on the gameplay is purely decided by the thinking and strategy of the players whereas rng's effect on the gameplay is randomly decided by the game and is outside of the players' control (although, as I said before you can minimize rngs' effects).
