Congress is content to score political points by passing all kinds of "repeals" of Obongocare because they know Obongo will veto them.
They're not actually going to pass any of that legislation to a president who would sign it, because many of them would effectively be stripping a large number of their constituents of their health insurance. They don't actually care about doing that to people, but there would be severe political consequences for many of them for doing so, so they won't.
