This makes de facto central planning easier because by lowering the interest rates of the central bank, the high street banks will respond in kind, and then people will be forced to spend their money instead of saving it.
They want to drive the economy along based on pumping demand through the central bank. Getting rid of cash is the perfect way to do it, because poor people can hoard it, or use it to invest in things outside of the banks.
