If you want a german name use something concrete that incorporates and describes the vision for the town.
Stadt = Town, usually describes large self-sufficient settlements
Dorf = Village, usually describes small, partially self-sufficient settlements, or settlements that are self-sufficient, but only able to maintain a basic, simple standard of living on their own.

This is why i think Dorf would be a more accurate description. A dorf also has no central authority, which makes living and letting live very easy among likeminded people. (Trivia: Adolf Hitler said that morals, kindness and love are nurtured in a dorf, while the city (Grossstadt) is a breeding ground for mistrust, degeneracy and hate)
