One thing I would suggest that is completely essential:
Ban everyone who refushes to have at least three children from your future community.
The exceptions to this rule are of course medical and some social reasons, but this has to happen.
You can not run the risk of creating a nation and then not grow larger.
I would suggest using priests and civil servants to pay families a visit to remind them to have children and to discuss why they can't have any children.
And if they don't, then they can move out of the district.

Well, poorer nations tend to have more children, especially agricultural nations… That's why China and India's population blew up so hard.
The only issue for me is that it's proven that nations where abortion is illegal they have much higher crime rates.
Although I'm sure we can find ways around this issue, an all White "nation" is still going to have very low crime… It's something to consider.
