Something you're all not thinking about is corrosion and erosion. I'm not talking just simple rust. Seawater and sea air eat fucking everything from metal to plastic to wood.
I currently work in naval aviation and the battle against corrosion is never ending and is quite possible the most expensive thing maintenance wise. Just keeping any kind of floating city afloat would be cost prohibitive whether it is 3d printed or a re-purposed oil rig.
You would need a qualified maintenance team, apprentices (because men don't live forever), and the $$$$$$$$ to pay them and for the materials. It wouldn't be a once a year thing either. Continuous work from the start that never ends.
You also have to factor in work accidents (they happen no matter how much you harp on safety) and possible pay outs to their families. Hell now I'm also thinking benefits packages, 401Ks, sick days, etc.
