That is Ernst Röhm, SA leader assasinated in the night of the long knifes, he was a homosexual and a thug that wanted the SA to absorb the ReichWehr instead of the other way around. Leader of an SA that at the time was uncivilized, riddled with bullies and criminals that when the communist threat got eradicated started beating german citizens.
At least that's one theory, I never take for granted those things.
