That may just be the course of Empire. Without expanding in some regard society will stagnate and decline. It might explain why liberal democratic societies are in a perpetual state of war. Our God, economic growth, demands the sacrifice of blood.

For instance right now if Western countries banned making degenerate television people would piss and moan and complain about "muh freedom to make socially harmful trash!" but eventually once society starts to perk up again, people would realize it's positive impact and social standards would start to align with the "strict" fascist laws.

People would bitch and moan about having to serve 2 years in the armed forces if suddenly implemented, but eventually people would think of it as "a true citizens honor, duty, and opportunity" while those who dodge the compulsory service would be seen as pansies.

Firstly, National Socialism =/= Fascism.

Secondly, it's one thing to have territory and another to secure both it and the moral upstanding of its people. It's one more thing to also secure allies and assist them in improving themselves to ultimately get rid of mutual threats.

End result is always either running into a stop, choosing to stop expanding, or taking over the world and running out of things to capitalize.
