They weren't forced to do shit. It was an optional service. Since there unlikely have relatives or medical records, when they collapse most health workers have no way to know which medications they are allergic to or aggravating conditions they have.

So they handled out these IDs so in case you're homeless and collapse the guys who threat you will know what disease you have and not to inject you with substances that will end up killing you. If you were homesless and disliked it, you could simply not wear one.

But then politically correct crew jumped in, forced local government into removing it, and now some allergic guy will end up being injected with penicillin and dying off it. But at least there will be no triangles in his grave.
