It is, except worse because it's upvoting boards instead of threads and posts. It would affect anyone who sorted it by the number of favourites and anyone could misuse this very easily with bots or with a raid. While I do want some way for good boards to get noticed and stay noticed this isn't the way to do it.
I thought about a recommendation system, but that would only recommend you similar boards to the ones you browse instead of completely different boards (and another downside would be that of you browsed /pol/ it would recommend you /leftypol/, and everyone knows that would piss /pol/acks off).
I think the best way is frequent free advertisement for low population, at least one month old and still active boards. This way it won't advertise dead boards and troll/raid boards. Board owners should get another item in the "board asset" page for advertisement that has a default image with the board name and board title in it which you could change to a custom one.
