If you want new blood, look outside 4chan. All you'll find in there are underage trolls and shitposters.
My recommendation is to find automotive forums (like an owner's club or a brand fansite) and become a fairly productive poster there. Build your reputation, but at the same time, drop positive words for 8chan, like its features (WEBMs yo) and anonymous posting. Tell them that 8chan is different from 4chan in the way it runs and the people who fled there. And if Gamergate ever comes up, tell the honest truth and admit that it's a harassment campaign but you have no part in it (which I really do hope for your sake) because you came on 8chan for freedom of speech.
Meanwhile, make some conversation-starting threads and keep the discussions going until people start migrating one by one. Keep the discussion civil, but interesting. Bring what you can, do what you can.
/o/ can be one of those boards that breaks away from the rest of 8chan's negative stigma because the board is solely for talking about cars.
It will take a long time, but winning over other forum posters who haven't heard of the chans or never used it in their lives is a good way of turning this /o/ into something 4chan's /o/ never was or will be.

I think /o/'s greatest quality is that it isnt specific to one type of car, its just a board for people who are in to automotive stuff, regardless of what particular niche it happens to be (stance swaggots not included, for various reasons). plus the way everything is laid out, you usually only have to wait a few minutes to get replies to your posts, as opposed to the hours or days it can take on some forums.
