I think comparable vehicles in addition to the one you plan to drive for the government to crash test. Also, if it doesn't pass, you're fucked. You're out all the money you paid for the car(s) itself, the money for shipping, not to mention the fact that I doubt the government is going to crash test them for free.
The only workaround is to find a car you like that has already been put through all the crash testing shit and is on the list of approved cars, or find one that's over 25 years old (like you said).
Also, I don't think it has to be converted to LHD. I've seen people who bought brand new RHD jeeps here in the states to use as post office trucks. I think we have private contractors who deliver the mail here or some shit. I don't really know.
