'round here before a license test they'll go over a car in the parking lot. All signal and head lights must work, the horn must be operational and the parking has to be able to hold the car in place against the engine's power, even if it's an slushbox.
I lived through a similar experience as OP when I first went for my license test, the examiner went over the car, the burnt bulb was one of the first things he saw as he checked out the rear lights. he continued to have me go over the car's other functions in a really slow, nonchalant manner. When done he just said "Go back inside", and I did. At that point the guy literally vanished for 15 minutes, only to resurface saying "Your third brake light is burnt, there's 15 minutes left in your time slot but if you can have it fixed in time I can still do your test.
FUCKER IF YOU TOLD ME THAT WHEN WE WERE STILL OUTSIDE WITH PLENTY OF TIME LEFT MAYBE I COULD HAVE DONE SOMETHING (Canadian Tire just 500ft away) ABOUT IT BUT NOW EVEN IF I WANT TO IT'S PHYSICALLY IMPOSSIBLE TO OBTAIN A BULB, INSTALL IT, GET BACK HERE AND HAVE YOU ASCERTAIN THE REPAIR IN TIME FUUUUUUUUUUUUUUUUUUUUUUUUCK
