The problem might be that a large number of people have lost faith in Tors ability to keep them anon. With the fall of Freedom Hosting 2 years ago by exploiting the version of Firefox it was using at the time. To the Snowden revelations. To those 2 experts (I forget who they were or if they were from a school or something) announcing they had found away to unmask Tor users…so I think people have just been staying away

In May 2013, there were about 800,000 daily Tor users and 3500 relays.

Curently, there are around 2 million daily users and 6500+ relays.
