There is no safe way to run TOR on Windows 10 because Windows is completely owned by NSA. There is absolutely no way to get around this fact.

If you don't care about your anonymity and privacy and just wants to access .onion places, just run TOR Browser Bundle and call it a day.

But then, if you don't care about these things, why run TOR at all?
