Okay I have a suspicion. Its based on nothing, but we should act on it:

There may or may not be a rogue global moderator that dismisses global reports without deleting the rulebreaking content.

Solution? https://8ch.net/log.php?board=[BOARDNAME] shows the board you're looking at. If a global removed the post without removing the report, then you've got your culprit.
