Swami's name rings a bell. I kinda remember there was a connection when the inter-board PM functionality was disabled. I suspect there was more to it, and someone better versed in the history might be able to detail it in depth. Personally, I don't care.
Besides inter-board shenanigans, the PM system was a convenient means of communication between board staff members. My later experience was that it became painfully glitchy to the point of being unusable during the Next transition circus. We (not /operate/ – different board) stopped using it and moved to an off site communication system, and never used the PM system again. I suspect many other boards did the same, or never used the PM system at all from the get go.
