While there are many styles and types of boards out there I feel like there are only three kinds when you really think about it
>Discussion boards (/b/, /pol/, /int/)
>Hobby boards (/a/, /v/, /tech/)
>File dump boards (Various porn boards, wallpapers, GIFs)
And each of these boards has a proper way of moderation. For example a discussion board I feel should have as little rules as possible, There are no objective measures to a low quality post as it can easily lead to a good conversation and vice versa a well written post can devolve into shitposting. It shouldn't be up the board owner and his mods to decide what gets to be talked about and what doesn't.
For hobby boards, I feel like only egregiously off topic subjects should be removed. If somebody made a post about trains on /a/ for example, that would be removal material.
As for file dump boards, this is the only place where I feel removal of all not conforming things is justified, as it isn't really a discussion board.
My attitude towards bans: It should never be done under any circumstances aside from cases such as spamming or illegal content. Banning especially for minor infractions only leads to discontent and malice, and it's a large portion of dissatisfaction and fracture boards.
