ReactOS might also be able to run touhou fairly well though. I'd replace 7 with it, but I have steam games on that as well

I dunno, it seems like generally people latch onto windows for whatever reason. You'd imagine that DPRK would be using their own linux distro, but most of their commercial computers are running win xp. He even talks about how their Red Star OS has no sudo and in general they could make it as closed as they liked, but still most end users get windows(which they probably can't get get nearly as much control over) on their computers from vendors.
