I live in Argentina, police won't do anything but people will lynch you if they discover you are an adult who had sex with an underage girl. Where I live, last year they wrote with spray paint things like "rapist" in the house of some guy and then they burned it down, not sure what happened with the guy though.
I think the best place is some Middle East country, where you can marry a 5 years old with an arranged marriage.
