Simple setup for Python with an IDE would be PyCharm by JetBrains (community edition is free). Python is a scripting language, so you don't need a compiler. If you're looking for interpreters, there's only two really. The most popular one (CPython) can be found on the Python website. An alternative, faster, but incomplete one is Pypy.
I think there are tools for making executables out of Python scripts (I guess just packing them with the interpreter) but please don't. You're unnecessarily shutting out non-Windows operating systems (Linux user here).
And I don't know what a visual library is.

I have yet to encounter the first device since 2005 that does not work out of the box (excluding graphics cards, for performance). The fact that I can't open some applications without a VM or a reboot to Windows is hardly an issue, as I can do most things way more efficiently from Linux anyway. Only annoying thing is gaming.
Oh and the only contributions from MS to the Linux kernel are to support more efficient virtualization of Windows (using Hyper-V). This could not be done otherwise for legal reasons.

I wrote this a while back. It disappeared probably because of some system reset at gitgud, but I've put it back up now.
It's a milovana flashtease runner. It will let you locally save (and edit) milovana teases, as well as either play through one or "cheat" through it. Cheating is mostly useful as a debug mode.
I'd like to know if you guys have success running it.
I recently added a "secret" feature, to keep a secret from you until you finish the tease. It's not very easy to use but some of you will figure it out. Being the idiot that I am I decided to use it to keep a combination lock's combo secret from me until I finished the tease. I then locked my jeans in place so I couldn't take them off and proceeded to play the tease. I started off a little optimistically, telling the game I didn't really need to pee, and ended up peeing myself before the end. It wasn't involuntary, but I just felt so desperate that I let it all go because I couldn't take it much longer. Of course, then I had to keep wearing the jeans until the end of the tease, because they're still locked on. That was fun.
