I guess there are a few ways to go about it, though none of them easy. And you have to be especially prepared for this situation, so it only really works if you're shiny hunting:

>Staravia/Staraptor with Intimidate and Growl

>Heal Pulse

>Low-ATK pokemon with Earthquake or Bulldoze

>Smeargle with Conversion and Synchronoise

>Mega Kangaskhan

>Smeargle with Bite, Wrap and Imprison

I've been in that case three times. And in every case, a freshly evolved Timid Diggersby's Bulldoze kills the Sevipers while leaving half the Zangoose's life.
