Actually, the "clothes" that Gardevoir possess are commonly misunderstood from both sides, as they are neither "flesh" in the traditional sense, nor are they clothes as we typically understand them.

The closest approximation one can make for Gardevoir "clothes" is that of spider silk that species like Spinerak produce. Gardevoir, as well as their pre-evolutions Ralts and Kirlia, have groupings of glands throughout their bodies that continuously "weave" a thin layer of silk from absorbed amino acids that, when finished, forms a protective layer around the Pokemon that functions similar to clothes humans use. This layer of silk can be removed from the Gardevoir with no discomfort to the Pokemon, and the time required to regrow the silk varies depending on how well nourished the Pokemon is (as well as the quality of the silk itself - clothing that disintegrates easily is often a clear sign of malnourishment in a Gardevoir/Kirlia/Ralts).

The reason for the production of these clothes is widely debated among researchers in the field, theories ranging from warmth and water protection to the theory of "Pokemon-human co-evolution", which proposes the idea that certain Pokemon families evolved on a broad scale with direct human influence, prompting the need for a biological "copy" of human characteristics.

Ralts, Kirlia and Gardevoir all have traditional mammalian reproductive organs (females have vaginas, males have penises). The base facts of this, combined with the rampant hormones of young trainers and the humanoid appearance of Gardevoir, would suggest that it is possible and probable that human trainers would try to have sex with their Gardevoir. However, even if a Pokemon and trainer wished to attempt to procreate (which in itself would be quite challenging, as Gardevoir are notoriously picky regarding mates), there are a number of physical barriers preventing such a union.

The vaginal tract of female Gardevoir secretes a thick mucus that, while providing lubrication, contains varying levels of necrotoxins to unwanted or incompatible partners as a defense mechanism. Depending on the stress level of the Gardevoir in question, the specific amounts of toxins found in the mucus vary, as do the damaging effects. In the mildest of situations, the effects of the toxins is minimal, usually resulting in immediate inflammation of the penile tissue, and subsequently a painful stinging sensation that subsides within a day or two (unless the tissue continues to come into contact with the mucus, which will result in further damage). If the Gardevoir is agitated or panicked, the concentration of toxins will be at an all-time high, and tissue coming into contact with the mucus will undergo severe necrosis, and can result in irreversible damage to the tissue unless immediately treated.

Trainers wishing to have sex with their male Gardevoir (or their Gallade, for that matter, as both male Gardevoir and Gallade have similar biological properties) will also find complications with their copulating. The penis of a Gardevoir is lightly ridged with hard tissue on the sides of the penis, which in natural copulation is used to "scoop" mucus away from the softer tissue of the main penile body. Human vaginal tracts do not produce as much lubrication as Gardevoir vaginal tracts, however, and these penile scoops can scrape the sides of the vaginal wall, resulting in immediate pain and increasing the possibility of infection. The same is doubly true of anal canal, and attempting anal sex with a Gardevoir can result in serious internal bleeding of the rectum. The semen of a Gardevoir is also rather acidic, and can result in dryness of the vagina, leading to yeast infections.

That they are. Sylveon "bows" are actually organs/glands, not dissimilar to our own livers.

They have two key functions, both involve the production and secretion of a chemical that acts as a potent calming agent, which Sylveon use within their own bodies as well as secrete for use against others. The first use, the use on itself, is done by an artery that runs through the back of the organ and adds the calming agent (colloquially referred to as "Sylvazine") to the bloodstream, eventually making it's way to the brain. It is believed that this chemical is integral to Sylveon's use of the rather poorly understood "fairy" grouping of Pokemon abilities, as tests run with Sylveon who have had their "bows" removed (usually due to emergency surgery as a result of a battle gone poorly) do not have the ability to use moves we typically classify as "fairy" moves.

The second use, the use on others, is done through the "ribbons" of the bow. These ribbons contain specialized ducts that lead from the gland found in the bow and secrete Sylvazine. This secretion allows for Sylvazine to become airborne, affecting surrounding humans and Pokemon within a roughly five meter radius. Sylveon also have direct control over the ribbons themselves, and can have limited control on the trajectory of the secreted Sylvazine. The two bows of Sylveon are redundant systems to each other - if one bow is destroyed, the other bow compensates. As mentioned before, if a Sylveon loses both bows, it loses its ability to use "fairy" type battle abilities.

Technically speaking, the entire neckline of the Gardevoir is one large, ring-shaped spinneret. The neckline of the Gardevoir, reaching down to the halfway point of the "spike", is lined with many microscopic spigots positioned at an angle to allow for each spigot to connect with each other, creating the solid "weave" of the clothing. The chest spike of the Gardevoir creates a break in the clothing.
