Pick Chimchar, Fire-types are rare in Sinnoh.

Out of the three, Turtwig has the best survivability for a grass type, and there's a fuckton of grass-weak mons in the various routes and caves for you to drain for health, which I've found to be a lifesaver in my own Platinum Nuzlocke.
Chimchar's a tad fragile especially for the start of the game, and Piplup really isn't much good until it becomes Empoleon, if it survives that long.
