One method was the ladder technique which is to procedurally detonate nukes at increasingly lower altitudes starting at the edge of the ABM systems effective range, this effectively blinds/disables ABM systems due to the EM and Radiation wave generated which makes radar detection nearly impossible and blocks communication/networking

Also an ABM system that could stop 60 ICBMs would require a miracle and its far easier to stop a Nork ICBM with a single warhead and no decoys than Russian missiles which can carry 10+ warheads and 25+ decoys
