That was probably written in relation to this video related, which is actually Pierce talking about Rockwell and the differences of opinion between them, and yes, a small dispute about the types of people to recruit. At the end of it, Pierce says that Rockwell was proven dead right - that only the people who had nothing to lose would be willing to actually make change. That the people who were happy within the system - were not the types of people they needed.
