League is a balance nightmare on its own. You have champions around that any buffoon can play really well (example: maokai). When these 0 skill champions become viable everyone just picks them since you can not go wrong with them.

Balancing is also needed for the long term to keep the game interesting. If you have a game with characters and only 15 out of the 45 characters are played its great to go and buff some of the 30 more useless characters to keep things fresh.
